MINUTES OF THE MEETING OF

WEALD PARISH COUNCIL

HELD ON THE 16th September, 2015

 

 

PRESENT:  Mrs R Wood, (in the Chair), Mrs L Harris, Mrs C Beddoe, Mrs K Long, and Mrs J Mannering.    

 

In attendance were District Councillor Thornton, the clerk and members of the public.   

 

  1. APOLOGIES FOR ABSENCE – Mr J Blackburn and Mr R Brunner

 

  1. DECLARATION OF INTEREST – there was none.

 

  1. MINUTES OF THE MEETING HELD ON 15th July, 2015 – the Minutes were accepted as an accurate record and were so acknowledged by the signature of the Chairman.

 

4.      MATTERS ARISING

 

(1)  The David Marchant Pavilion

The clerk advised that following the receipt of competitive quotes a contractor had been appointed and work has commenced on the Pavilion. The clerk indicated that work on the Pavilion should be completed by October.

 

(2)  The Recreation Ground   

The clerk tabled two estimates for the upgrade of the road access to the Recreation Ground.  It was agreed that these estimates would be discussed with the Committee of the Recreation Ground Association to consider the options for funding of the proposed works. 

 

(3)  The Methodist Church

The clerk advised that the Parish Council was pressing for the sale to be completed as soon as practical.  A visit to the Church was planned to assess the works that would be required once the Parish Council took possession of the building.

 

(4)  The Fingerpost sign at Bowzell Street

The Parish Council expressed satisfaction that the sign was now in place and thanked Mrs Long for her contribution towards the successful erection of this sign. The clerk will complete the necessary formalities to access the grant funding from the Big Community Fund.   

 

 

 

 

(5)  Meeting with SDC’s Development Manager 

The Parish Council expressed gratitude to Cllr Thornton for organising this joint meeting with members of Seal Parish.   The Presentations made by SDC’s Development Managers and other members of SDC’s Planning Department were very informative.

 

(6)  Proposed Meeting with the School/PTA

The clerk advised that this meeting had not taken place as the election of the new Chairman of the PTA had not taken place.   It was agreed that the clerk should follow up on this and advise the members of the Parish Council accordingly.

The Parish Council objects to this application.

 

The Parish council objects to:

–          The forward positioning of the car port

–          The raising of the car port roof height

The above has added considerably to the bulk and appearance of the building and has resulted in a terracing effect with the adjoining property and has made the building more imposing in the adjoining property.

 

The Parish Council also objects to the erection of fencing on the outside  of the hedging  marking the boundary of the property.

The Meeting resumed at 8.00 p.m.

 

8.      ANY OTHER BUSINESS

 

The members of the Parish Council welcomed the Memorial Hall Committee’s proposals to build a “Peace Garden” at the rear of the Memorial Hall on land adjacent to the Memorial Hall Field and invited the Committee to provide more details of their proposals for consideration by the Parish Council.

 

The Parish Council expressed concern at the amount of litter that was being left in the vicinity of the Children’s playground and it was agreed that signs would be erected requesting that visitors take their litter home with them.

 

Mrs Beddoe advised on the School’s proposals to purchase a defibrillator.  This prompted a discussion on the merits of having one or more units situated in the Parish, which is now the common practice in other parishes.  It was agreed that such proposals will be discussed more fully at the next meeting of the Parish Council.
