MINUTES OF THE MEETING OF
WEALD PARISH COUNCIL
HELD ON THE 24th June, 2015
PRESENT: Mrs R Wood, (in the Chair), Mrs L Harris, and Mr J Blackman
In attendance were District Councillor Thornton, the clerk and several members of the public.
- APOLOGIES FOR ABSENCE – District Councillor Hogarth and Mrs J Mannering.
- DECLARATION OF INTEREST – there was none.
- MINUTES OF THE MEETING HELD ON 22nd April, 2015 – the Minutes were accepted as an accurate record and were so acknowledged by the signature of the Chairman.
4. MATTERS ARISING
(1) Tribute to Mr Graham Davie
The following tribute was issued by the clerk on behalf of the Parish Council on the 8th May, 2014 and is now officially entered into the records of the Parish Council:
“The Members of Weald Parish Council are shocked and saddened by the sudden and unexpected death of Graham Davie on Thursday 7th May, 2015, the date on which Graham retired as a member of the Parish Council after 15 years’ loyal service to the Parish Council, to the community and the village he loved and cared for.
Graham was a dedicated and hard working member of the Parish Council who was committed to promoting and protecting the interests of the residents within the Parish and to ensuring the best features of the village be protected for the enjoyment of future generations.
He will be greatly missed by his colleagues on the Parish Council who benefited greatly from his wisdom and experience.
The Parish Council send their heartfelt condolences to Graham’s family and friends.”
(2) Appointment of additional members to the Parish Council
Mrs Karen Long, having previously expressed her interest in filling one of the vacancies on the Parish Council, was appointed to the Parish Council and was invited to take her seat at this Meeting. Mrs Long’s appointment made in accordance with the procedures advised by SDC’s election officer.
(3) Election of Chairman and Vice Chairman 2015/16
On the nomination of Mrs Harris, seconded by Mr Blackman, Mrs Wood was unanimouosly re-elected to serve as Chairman.
On the nomination of Mr Blackman, seconded by Mrs Wood, Mrs Harris was unanimously elected to serve as Vice Chairman.
(4) Appointment of Committee Members 2015/16
Appointments will be confirmed at the next Parish Council Meeting (15th July, 2015) by which time a second appointment to the Parish Council, filling the remaining vacancy, should have been made.
(5) Approval of Annual Return
The Parish Council approved the Parish Council’s Annual Return for 2014/15, which the Chairman and clerk were duly authorised to submit to the external auditors for scrutiny and approval.
(6) The David Marchant Pavilion
The clerk circulated a report prepared by Mr G Fenn identifying the remedial work required on the Pavilion and stated that he has been requested to obtain a quote to undertake this work. It is planned that this remedial work will be completed ahead of an official naming ceremony later this summer.
(7) The Methodist Church
The clerk advised the Parish Council’s solicitors had been instructed to press ahead with the purchase of the former Methodist Church. An update from the PC’s solicitor was awaited.
(8) Hurst Lane – proposal to erect bollard on the Village Green
The clerk advised that representations had been made to the Parish Council to erect bollards on the Green opposite Hurst Lane to stop vehicles mounting the Green when they mistakenly entered Hurst Lane in an attempt to get to the Memorial Hall or to Mount Pleasant Road. This was not considered as a sensible solution to vehicles travelling up Hurst Lane and could potentially make the situation more difficult as it could inhibit vehicles from exiting Hurst Lane when the drivers recognised their error. The Parish Council considered that the erection of a barrier into Hurst Lane, beyond the Windmill, would be a more effective solution and it was agreed that the clerk should seek the views of Knole Estate before consulting with Hurst Lane residents on this proposal.
(9)Additional Parking at the Memorial Hall/Memorial Hall Field
Mrs Wood advised that following consultation with SDC and Mr Bedford, the owner of the Memorial Hall Field, the indicative proposals to provide additional parking spaces next to the Memorial Hall and the Memorial Hall Field will not be processed.
There was none.
Planning application reviewed:
SE/15/01368/FUL – Westood Farm – Demolition of redundant farm building and erection of new house. The Parish Council supported this application.
The Meeting was adjourned at 7.20 p.m.
