MINUTES OF THE MEETING OF

WEALD PARISH COUNCIL

HELD ON THE 28th October, 2015

 

PRESENT:  Mrs R Wood, (in the Chair), Mrs L Harris, Mrs C Beddoe, Mrs K Long, Mrs J Mannering and Mr J Blackman     

 

In attendance were District Councillor Thornton, the clerk and members of the public.   

 

  1. APOLOGIES FOR ABSENCE – District Councillor Hogarth and Mr R Brunner

 

  1. DECLARATION OF INTEREST – there was none.

 

  1. MINUTES OF THE MEETING HELD ON 16th September, 2015 – the Minutes were accepted as an accurate record and were so acknowledged by the signature of the Chairman.

 

4.      MATTERS ARISING

 

(1)  The David Marchant Pavilion

The clerk advised that work on the Pavilion was progressing satisfactorily.  It was agreed that the official naming ceremony should be postponed until next Spring. The clerk will consult with Mr Marchant on suitable dates. 

 

(2)  The Methodist Church

The clerk advised that responses were still outstanding from the Methodist Church’s solicitors with regards to the overage provisions in the proposed contract and the removal of the new driveway built at 5 Prudence Cottages which is inside the land belonging to the Chapel.  It is estimated that the planned improvements and repairs to the Chapel will   cost up to £25,000 and the Parish Council has asked that this expenditure be taken into account in calculating any overage to the Church if the Chapel were to be sold at some point in the future.       

 

(3)  The Fingerpost sign at Bowzell Street

The clerk advised that grant funding from the Big Community Fund had been received.   

 

(4)  Annual Return for 2013/014

The clerk advised that the above return had been approved by the External Auditors appointed by the Audit Commission.

  

(5)  Pre-Christmas Meeting on 16th December

It was agreed that attendees at the above meeting will be invited to join the Parish Council for a pre-Christmas drink at The Windmill at the conclusion of the meeting.

7.      PUBLIC QUESTION TIME

 

The Meeting adjourned at 7.50 p.m. and resumed at 8.10 p.m.

 

 

8.      ANY OTHER BUSINESS

 

District Councillor Thornton advised that SDC had been requested to provide pre-planning advice in respect to the construction of six dwellings at the Halls Green Centre.

 

The Parish Council acknowledged the concerns raised in Public Question Time about the lack of off road parking spaces in the centre of the village, particularly during peak times, and agreed that this will be high up on the agenda at a forthcoming meeting with the school and the PTA.   

 

The Chairman reminded the meeting that the Parish Council is constantly looking at potential solutions to this problem which are both practical and affordable.      

 

Mr Blackman advised of the planned leaflet drop by HWAG to keep up pressure on  decision makers to reject the proposed expansion of Gatwick Airport.  Members of the Parish Council agreed to make this leaflet drop

 

Mrs Mannering reported on the AGM of the Allotment Holders Association and advised that Mr Hawkins will be staying on as Chairman until a successor can be identified.
